Warlock Talent - Soulburn: Seed of Corruption

This talent gives the Soulburn empowerment to Seed of Corruption, afflicting the target and all targets within an area with Corruption upon detonation. 
</p>

<p>
The talent simply doesn't work. The Soulburn spell itself shows no signs of empowering Seed of Corruption and does not spread proc Corruption upon detonation.
</p>

<p>
I have tried removing and relearning the talent, and even creating an entirely new character. Neither has helped.
</p>
