Warrior - Sudden Death talent

<p>
The Sudden Death talent has a 6% chance of resetting Csmash upon melee hits, except since 4.3.4 it seems like the chance is way lower than 4.0.6<br />
In 4.0.6 I was consistently able to keep it up as compared to 4.3.4 I am rarely able to keep it up on a single target<br />
The proc chance seems way lower than it should be with haste cap.
